'98 Beaver Speedometer information

Can anyone tell me who the manufacturer was on a '98/'99 Beaver Marquis?

Having a problem with the speedometer. Apparently when you first turn the ignition on, and/or start the engine, the speed is supposed make a full sweep from 0 to max. on the dial. It does make a sweep, but it only goes up to about 25 or so. Also while driving at typical highway speeds, say 60/65mph it only shows 25/30 mph.

I realize these parts are no longer available. I've called Monaco and they can't help. So any ideas or thoughts would be appreciated.
