Air bags not inflated

We have a 2009 Scepter 42 PDQ, I was airing the tires today and noticed that none of the airbags were inflating. The only two that did were on the tag axle,the rest did not.
We have a hydraulic level system (no air leveler) and the jack were down and coach level.
Also noticed the valve above the generator was making a buzzing sound (I believe this is for the dash air actuators as the hose went to the vacuum reservoir)when I push on the white stem it stops but resumes when I let go.is this normal.
Where did I need to start on both problems

Being up on the jacks, may have the coach high enough that the system thinks the air suspension is full. You'd need to drop the coach off the jacks , then run the engine to see if you actually have a problem.
The dash HVAC system vacuum pump , will run for a while , to charge the system , if it doesn't stop after a min. or so then you'll need to check that system for leaks .
If you block the pump's exhaust , and I think that's what you mean by white stem , you trigger the internal pressure sensor and it will stop.

I don't think the system allows coach ride air bags to inflate with jacks down. The tag bags should be on a separate controller.

Lowered the Jack and that did it.
