That price sheet is no help.
You should have a "build sheet" like this (note top line has the Aqua Hot model).
If you don't have this build sheet Monaco can send you one (bases on Coach serial number).
But the Aqua Hot model is (should be) also on a plate on the AquaHot unit.

Considering that lakck of the OPs knowledge in this area and that all of the lights on the panel are out it might be best to find a qualified Aquahot dealer. You can find them on the Aquahot website.

You say the lights aren’t on but you need to look closely and preferably at night, as the lights are nearly impossible to see in daylight. You can also pull the top of the black plastic cover panel away from your coach, then look behind the panel above the lights to see if any are lite.

So again ......what is the outside air temperature when you say the electric portion wont heat ?
You are aware that the electric portion of the Aqua Hot cannot keep up on the just the electric portion of the AH when the outside air is in the mid 40's or lower ( mid 40's for conversation purposes many things factor in to this of course)

You need to find the 12V relays (AHot and Block Heater) that the 12V switches activate. On my 04 Dynasty they are next to the 120V circuit breaker panels. This relay is a know failure item. If you have 12V DC to the relay's coil but no 120V AC out I would switch the outlet wire with the block heater wire and see if you get 120V and in time heat.

That picture of the panel looks like it's gotten wet or something, that's not a good sign as that panel is not sealed and basically open air. The circuit board behind the panel facade it is not protected from anything splashing up beside or around it.
I have the same panel and like others have said the lights are difficult to see in daylight. Maybe try taking another pic with your flash turned off, that should show you for sure if any lights are on.
One other possibility if it's not your panel is your electric heating element is bad, they are very similar to household hot water heater elements.
A bad ground could be the cause too... as the control panel is on the 12 volt side of things.
In my rig the only way to tell if the electric is even coming on is to watch the amperage draw on my Aladdin screen. The only indicator light I have inside the coach is for the diesel side.
Hope you figure it out and that it's something simple and easy to fix.
