beaver water system

when i hook up to presrized water i still have to run my water pump and my tank doesnt go down is this normal. i have a 2001 beaver patriot thunder.

No it is not normal, when you connect to city water and your pump is turned off water should flow from your faucets.
Water does not come from your tank when connected to city water so your tank should not draw down. you should have a tank fill switch to fill your water tank when connected to city water and when its full it will turn off by itself.

I'm not knowledgable about your coach, but, this could happen if your water source pressure is lower than the discharge pressure of your pump. As suggested, turn off the pump and see if you still get water. What could cause this is a faulty installed or external pressure reducing device in conjunction with low external water pressure.
