I ran into a problem where the footrest wouldn't operate, and that turned out to be a bad motor. But if it's the footrest AND the sliding operations, it's unlikely that two motors failed at the same time.
I would hazard a guess that the "click" he hears is really the motor trying to start to move, but not having enough power to accomplish anything. I tend to agree with the others: look for a bad connection somewhere: poor ground, corroded or burnt connector pins, loose connector, or other similar situations.
You say he says it has 12 volts: measure the voltage at the motor while trying to operate the motor. I'm sure he's going to see that it's low. Now follow the wiring back, checking the voltage while trying to run the motor: at some point, he's going to get full voltage. The bad connection will be somewhere between the last point where he's getting reduced voltage, and the first point where he's getting full voltage.
