Our last motorhome was ISB powered and only had one fuel filter (bad idea). I could change the filter dry or fill it. Either way it started almost right away. I have read both here and elsewhere that both Cummins and Cat recommend that you do not pour unfiltered fuel into a new filter. I recently changed my oil and both fuel filters. I installed the primary filter dry, turned the ignition key on and heard the lift pump running. Turned ignition off and waited 15 seconds then turned ignition on again. repeated this process 6 times. Unit would not start. I repeated this process and then it started. Same problem after changing the secondary filter. I did notice that Fleetguard has diagrams on the filters showing you how to fill the filter with fuel without removing the red plastic center plug. Next time I will follow their instructions. We are in Mexico 65 miles from either a Cummins shop or a diesel mechanic. I had visions of a mechanic with greasey coveralls crawling into our bedroom. NOT!! So even though Cummins says not to fill the filters, Fleetguard says otherwise!!!

i also pre fill filters befor installation, i dont like that sick feeling you get, when you do a dry filter start.
have not had a problem for 5 years.

I have changed over 2000 filters in my life. I was a mechanic. I always pre-filled. Never a problem. I know what cummins says... Just telling you what I do. I bet if you took it to a shop and peeked at him doing it you would see him fill it. I do plug the center and fill the outside. Most filters come plugged.

Just for the sake of conversation, not trying to start anything here, but doesn't all the fuel coming into a filter come in UNfiltered?

I think you fill the primary filter with diesel on the unfiltered side of the filter. When the engine cranks it pulls the fuel through the filter. I don't know the exact procedure, I have the fuel filters changed when I have the oil changed. Also, the secondary filter catches any contamimants introduced

A little off topic. Has the primary fuel filter for the ISL changed from Fleetguard FS1003 to FS19596? I seem to recall that the part number has changed. The replacement number above may be wrong but that is the number I have in some notes.

You mentioned Fleetguard has a prefill document. Do you recall the document number or where you found it? The Cummins Filtration site can be a little difficult to find things.

The instructions are printed on the filter. You plug the center hole of the filter and pour your oil into the outer area of the filter. It will then become filtered when the lift pump starts.
You are correct about the replacement # for the ISL filter. The new part # is FS19596

 Hate to do it, but I must disagree. <span class="ev_code_RED">This is a terrible suggestion</span>
If the fuel is actually contaminated in the old filter, you would be pouring it right back into the system in addition to whatever you dislodged from the old filter in the process.
If you are going to do this, go to the station and buy a gallon of fresh fuel, do the job and pour whatever remains into your tank.

Sacs, Is right. Buy a gal of fuel and put the rest in the tank. Now? What do you do with the OLD fuel. Put it in a gal jug and take it to where you can recycle used oil. I change my own oil so I just mix it in the oil and recycle it.
