How often should you change the coolant filter and how often do you change it ?

Once a year or cummins has test strips. Just draw off some coolant, immerse the strip and compare the color to the instructions that come with the strip. The filter has chemical inside that gradually lose their strength .

Depends on which coolant is in the vehicle - SCA or OAT. Google either here on iRV2

I would change it once a year regardless of type coolant, the filter media could deteriorate.
