According to the schematics , I've found , the two 10 amp fuses , supply power to the VP-44 pump , through a relay , that's controlled by the ECM.
Now as to the location of this relay , I can't provide any help ; BUT if the fuses blow with the ECM and VP-44 connectors disconnected , you'll have to track it down.

Relay shows in the right hand picture below.

If you can't find a relay labeled to identify it perhaps you can put a test
light in line where the blown fuse is
If it lights up then start pulling relays one at a time , when or if the light goes out you
have at least located the relay and circuit .

The relay may be in the engine compartment

Update... Unplugged wiring harness on pump. Put new fuses in and they did not blow. After lots of searching found the braided air line had shorted out the wire above pump. Thank you for all the information and pointing me in correct direction.

As with most electrical issues, pinpointing the problem takes 99% of the time involved.
