What I can add to what you see in the manual?.....is that to check for tensioner pulley wobble is to remove the belt. Ugh. And inspecting the tensioner for stress cracks or evidence that (with the belt on) the tensioner has been bumping-up to one of its two stops each requires an unobstructed straight-on view. On my rig, a "straight-on view" can only be obtained when my radiator is removed (a task I had to do this last fall). My Cummins manual doesn't give a torque value that can be tested when removing the old belt and installing a new one. All I can add is that if your belt is the original belt, replace it now. My OEM belt at 7 years and 50,000 looked really good (minimal cracks across the belt; no elongated cracking).
