"Fog Light" question

I decided to "update" the driving lights/fog lights on my '98 Dynasty. Replaced one side and turned them on to compare the old one to the new one. Nothing! Not even a weak glow. Tried bright and dim headlight positions, still no driving lights. Got late before I could check the fuse block. What's the catch here? Motor have to be running or tranny in D before the lights come on? Lights worked last time I checked (Feb time frame).

Ideas?

Check it with a volt meter - if you have 12V you have a ground missing. If not - follow it back to the switch/fuse.

Good point. Just ran out of time today and assumed that something rare and exotic and difficult was hanging over me.
