Those lights are probably 12 volts and not associated with a GFCI if they are.
What fuse did you replace? Where is it located. If you post a picture of the fuse and where it was located it might help.
If things were that hot the fuse block may be damaged and not making contact. You need a test light or voltmeter to measure both ends of the fuse when in circuit and with the bathroom light turned off and then on. Trust me, I have a reason for this one based on your symptoms.
