Height problems airbags/shocks?

My motorhome sits too low in the front, the steps hits the ground unless I put down jacks. Is this a shock problem (I think original 61K and 2005) or the air bags?

Do you also have air leveling? Shocks do not give you lift so it is not the shocks. It most likely your MH needs to have its height adjusted. It is not complicated but highly recommend taking it into some reputable RV repair facility and have it done. Having the height that far off is going to put excessive weight on the front tires plus the pinion angle of the driveshaft will be wrong which will cause ujoint wear.

So does the front dip down after you have leveled it with the air leveling system or without using the air leveling system.

The alignment isn't AS BIG of an issue with an I beam axle, but it is still important. The ride can be significantly impacted by incorrect ride height. Front height on a vehicle as long as this isn't as critical as rear ride height, but as said above, still important.
If you are not familiar with how these ride height valves work, please have someone adjust for you. It can be dangerous if done wrong.

The 2005 Diplomat has the RVA hydraulic leveling system, according to the archived brochure. Also, I have never seen a Diplomat of that era with air leveling.

The best bet would take it to a shop that is familiar with air suspension systems and have the ride height valves checked for proper operation and set then ride height, both front and rear to the specifications outlined by Monaco.

I think the air leveling that is being referred to is the suspension air bags

My 98 Dynasty has control arms the gives you the ride height and can be adjusted. If you have a leaking air bag and the compressor can't keep up
that would give you a low ride also so.
