High Beams ???

I really, really did a search but all the troubleshooting manuals, owners manuals, etc... don't tell me how to just turn ON the high beams ?!?
I hit the first real STORM going back to the storage area tonight (YEAH ! we need the rain!)
but, realized I don't know how to turn on high beams !

fog lights, wipers, and the neat adjustable intermittent wipers, etc... yeah!
but nothing I can find about daytime lights, low beams, or high beams!
What do the two 'light' looking icons DO ???

I have figured out what most of the buttons are,
but can someone give me a run down of each of these light control buttons and what they do ?

Also, my fog light lens are ...'foggy' !
the outside of the lens feels smooth, so I guess the inside has moisture or something ...
any insight into that too ?
My Jeep has RIGID LED cubes that MELT the trees on the side of the road, so, really would like better lighting on the Monaco !

My high and low beams work off the signal stat leaver

The picture doesn't quite get me there, but on our '06 Dynasty, there are two lighting symbols on the steering wheel. On ours, they are what they sometimes call the ICC switches. They are used to signal drivers ahead of or behind you. The one on the left momentarily turns the headlights on (if they are off) or off (if they are on). It is used to tell the driver ahead that it is ok to come back in front of you after he has passed you, for example. The one on the right has the same function, but switches the rear clearance lights. They can be used, for example, to thank the driver you just passed for telling you it is ok to return to his lane.

As for the high/low, that is switched by momentarily pulling the turn signal lever towards you.

As for your lenses, maybe that's why they call them fog lights? Probably not, but worth a shot. I don't know, but would suspect that you can get to those from under or behind the front cap, and that you are correct about the fogging being on the inside. It may be that the bulb holder can be twisted and pulled out from the back to grant access to the inside of the lens, or the lens may be removable from the front. I've not looked at ours close enough to know if that is how they are built and installed, but I'd start there.

that hint got me to the right place in the manual :

Headlight High/Low Beam Control
Pull the turn signal lever up to select high/low beam circuits when the headlights are on.
