Thanks guys. A friend who's worked on Cat deisels for years helped me check for boost pressure, and his conclusion is consistent with your suggestions. In gear with brake applied we were able to get about 6 psi on the Aladdin boost reading, and he did a finger-test at the manifold and was satisfied there was ample pressure to rule out turbo problems. He said pretty much the same thing as Mike, that is, under a real load at high rpms I'd get much higher pressures than what we were able to get sitting still. We were unable to get the gauge out to see if there was a restriction in the line, but he's satisfied it's the gauge. I'll look for a new one. He suggested I check and make sure the gauge is not "non-interchangeable" before I buy a new one.
