I don't know if it's unusual or not but my '02 Windsor has a 55-gallon tank. They are different models though (mine is actually a little shorter than yours.)
I have a digital copy of the 2002 Windsor Brochure. All models have a 55 gal propane tank but only 80% fill so that is 44 gal, which I assume is usable.

Jim, I have a copy of the 2002 Windsor owner's manual, 318 pages, and it gives the tank capacity as 43 gallons. Where are your reading 55 gallons?
