Need help with 2004 Marquis Tag Axle

Can anyone explain how the tag axel should work. I can't seem to get the tag axel to raise on a 2004 beaver marquis. I have the engine running with transmission in neutral and air parking brake set. when I activate the tag switch, I hear air dumping but the axel doesn't raise.

Any ideas?

On my Scepter my tag raises just enough to clear the ground. Hard to see unless you're standing next to it while it's raising. My instructions say tranny in neutral, reverse, or first the light will come on along with a beeping sound. No mention of setting the air brake.

I have same coach-no problem lifting tag moving at a slow speed or in gear or out of gear, never tried taking out of gear and putting brake on?? good luck
