FWIW: My unit (2004 timeframe) is the Morningstar SunSaver 6 PWM Solar Charge Controller 6 Amp Max, 12 Volt, No LVD. Mine is located in the battery compartment, contained is a black-plastic enclosure.
And the literature from Morningstar offers:

Standard Sealed / Flooded battery select at the terminal: - constant voltage set points for flooded battery: 14.4 volts
note: more vigorous charging for flooded batteries to avoid stratification
- constant voltage set points for sealed battery: 14.1 volts
note: exceeding 14.1 for sealed batteries will cause outgassing
I support Norm's thought. My opinion is that the .3 volts is trivial. After all, it's not as if this unit is charging 7/24. Moonlight just doesn't offer that much solar energy!!
