(1) maybe the Fuel Shutoff solenoid is sticking, you can very easily remove it and clean it up, old grease maybe has hardened in it. it's attached to throttle assembly with 2 bolts and a 3-wire plug. I'd at least visually look at it to see if the solenoid moves when the key is turned off and on.

My coach engine gauges are grounded up front in generator compartment up against fire wall. I removed the cable and sanded the connection point clean and reattached it. Solved nurmerous gauge issues I was having.

I don't have the ISC, I have a 97, but I would assume they are probably the same. If you are looking at from the front/top , under the bed, it is on the upper left. You'll see a cable running from the Cruise Control unit on the left to the throttle linkages. Attached to it at the top is the Solenoid.

It has three wires, one for activation when the engine is started , one to hold it pulled in, and then ground. You have to start the engine to make it initially activate. Then when you turn off the engine if it doesn't push back down you can do it with your hand, and you know your solenoid is probably dirty. It's held in the pushed out position normally with a spring (fuel off).

This is what it looks like in my engine.
