In laws had an older HR. I found that working on the electrical system was challenging at best. First test the actual head light switch. I had to install a relay on theirs to keep the switch from over heating and melting internally.
If you can figure out how to bypass it then do so to see if the headlights will come up. Be sure to unplug your toad, incase it is causing problems. Many manufacturers now recommend "diodes" be installed due to computer interference between both vehicles.
If it is not the switch then it sounds like a fuse. I found that most headlight circuits are run on the chassis fuse panels with a wiring harness terminating on the frame for the manufacturer to pickup and add the running/stop lights. Look for this connection, sometimes the connectors they use become loose and fail. Have you replaced your brake light bulbs lately? I have seen folks put bulbs incorrectly installed and cause a fuse to blow. Good luck....
