Check and make sure the flame is operating and the flue is clear and open. Look for a trouble-shooting guide by looking for the Norcold model number manual on Google.

I would ask David Force at the "RV Cooling Unit Warehouse". You'll only get guesses here - - David will KNOW...

Does it run well on propane when parked? If so, my guess is maybe the flame is blowing out while driving? Are all of the shields and baffles in place around the flame? (Of course, this is after verifying that the flame is operating properly as per Bob's suggestion.)

You might check to make sure rust and scale has not dropped down from the flue and clogged the burner. I was amazed at how much of that was in my burner when I took it apart two days ago, after putting in the Amish unit last year.

Been there and done that several times. The real way out is to take that "Nocool" out and replace it with a home refrigerator. Costs no more that what a replacement cooling unit costs. I have found that the home reefer uses less power than the electric portion of the "Nocool". Trust me you won't regret it....

Norcold gets warm on propane while driving??
It seems to work okay while parked. I'll check the burner and baffles. I have also gotten a flame error last couple weeks. Probably related issues. I like my Amish unit and am not interested in residential at this point.

I think Hal's suggestion to talk to David Force is a really good idea.
Our troubles with our Norcold began with the same problem you're now having. It progressed until the fridge part of the fridge wouldn't cool properly all the time. We eventually switched the fridge for a residential fridge and we've been happy ever since.
I know this isn't the option you want, so I think it would be a good idea to talk to David Force about this.

I had the same issue, first check the roof vent cover, mine was completely covering the vent to the point the hot air could not exit, I removed the cover added 4 one inch nylon spacers and longer screws, I also added a wind deflector in front of the vent so air couldn't blow down when driving,

Jeff,
Having gone through cooling issues with my unit as well, I can tell you that these things are very sensitive to airflow and whether the burner flame is working properly. To check this out, try the unit on AC and if the cooling unit is good, you will see the performance improve quite a bit.
I checked my gas pressure and found it low. After resetting the regulator (on the main tank), the unit cooled a lot better on propane due to the hotter flame. I also cleaned the burner and orifice of powdered rust and scale that had dropped down from the flue, which seemed to reduce the instances of the flame blowing out when driving in windy conditions.
I also made sure my fans were working properly and that my baffles were in place and at a minimum distance from the cooling coils. The Norcold service manual has some good diagrams for this. You can Google the manual and download it.
After these things, my unit cools very well. I usually leave it on 4 or 5 when operating on propane. On AC, I can maintain freezer temps on 3 or 4.
As Hal suggested, David Force is a good resource for troubleshooting cooling performance.
Good luck,
Roy
