Pneumatic valve, what is it?

I have an 03 HR Neptune and in the Left forward compartment their is a valve (Airman pneumatic ) that is leaking. It only leaks with the battery on. It leaks out of a small filtered hole on the side. It's never leaked before in fact I didn't even know it was their tell I started looking for the air leak I could hear. I would like to know its purpose. The pic is one I found online. Any ideas,

Do you have a slider door in front of the passenger? It can be adjusted.
