Power loss on climbing steep grades
On a trip to the Rockies, turbo boost did not pass 15 psi, Loosing some power, ISL 400, no issues on straight roads at any speed or passing, any ideas as what would cause this issue? 2005 HR SCEPTER.

An air leak at one of the intake pipe hose clamps, (or in the pipes or hoses themselves), can result in low boost pressure.

Also your charge air cooler can be cracked causing loss of turbo pressure.

Besides what has been suggested, the very first thing I would try is to change out your fuel filters.
That is usually the main reason for loss of power plus it happens so suddenly and has happened to me once.

If not fuel filters it's Probably a leaky CAC, pull the grill off start the coach set it on high idle and spray with a soap soulition especially where the tubes go into the end caps. Be sure to Rinse off all soap when through. If it is a bad CAC you can have it recorded lots cheaper than a new and Richard could furnish you with the name of a company in AL that does good work also if you are a do it your self it is not that hard of a job I posted the instructions a few yrs back on how to remove the CAC without removing the radiator on our Dyn and it should not be that much difference on your coach.

Second thought I think Dr4film is right. Fuel filters (2) first.

I had some trouble last year with power after getting a few tankfuls of B20. Put some Diesel Kleen in to get me home and changed the fuel filters. Runs fine now but I still add the DK when I get a few tanks of B20.

My ISL 400 would surge on a hard pull would not pull full boost pressure but would run fine on flat ground. Turned out to be the air intake hose from the air compressor to the intake split
