propane leaking on 2007 endeavor

my buddy owns a 07 endeavor and ever sinse he bought brand new its always had a propane smell around it.we located the leak coming from the regulator on the propane tank .the regulator will freeze up then vent out a propane smell out of the vent .we replaced the regulator with a new one from camping world and still does the same thing. any suggestions on why its doing this?

One possibility is moisture in the tank. If this has occurred since the unit was new it could be that moisture entered the tank prior to installation.
I developed a propane leak at the float level fitting. Upon replacement I was informed to "purge" an LP tank that has been open to the atmosphere, or to add a few ounces of methanol into the tank before sealing to dry any moisture present. Might not be the cause but something to give consideration.
