Solar panel operation...

OK, so this RV deal is new to us and this thing came with this solar panel that is supposed to charge the batteries.
I sure thought I used to see the "Charge" light on in the little box deal for the panels.
Read through the manual and it says, I believe, that it works like all the time?
It was a bright and sunny day today, but no light on anywhere on the box, and only 70% charge on the batteries.
Can this thing be turned off somehow?
Gotta love newbies!

I recommend you get a proper Solar Monitor and Charge Controller which shows you the amps and charging status; "Charging", "Stand-By" and "Float Charge".
