Strange DC volt elctrical problem

I have a 92 signature The Dc volts are doing strange things. I have concluded that the charger/ inverter/converter (Heart 2800 EMS) has failed as evidenced by the house battery being discharged That is on the list to replace. Here are the problems 1) with the master battery disconnect in the off position. Turning the key to run engine off the house lights are powered 2) Turn key to off and turn on the master disconnect get power to the dash.

I think I have narrowed the problem down to a bad isolator

We disconnected the chassis battery and tried to start the engine using the battery boost switch it turned over. With the chassis battery disconnected the steps do not work .

We went to the isolator with engine running we have 16 volts in With engine off we test between the two terminals and had some (maybe 1 volt of negative voltage) reversing the leads we had the same reading only positive.

Have I missed anything or found my problem/

hturner......If you check your batteries, there's usually an extra wire or two (small gauge) to run some add on equipment and send info to the inverter charger. This can cause voltage to show up when the battery switches are off. Before I went too crazy chasing issues, I would replace the inverter charger and then see what issues you still have.

The other issue is that you were getting 16 volts with the engine running. Sounds like you could have an alternator/voltage regualtor issue. Too much voltage.
