time to tighten my hydraulic pump belt?

i'm a fairly new owner of a '95 dynasty w/8.3 cummins and being new to the coach/dp's i'd like to know if it's time to adjust this belt.

in non-running state there is ~1" of play on both top and bottom sections. when running i'm seeing what looks like a fair amount of chatter in those same areas.

any / all feedback is welcome and appreciated.

thx.

I would say so. If, while running does the belt flap up and down? Belt should run without any flexing at all if properly tensioned.
