What kind of tow bar do you have? The base plate needs to match your tow bar. You can go to the mfg of your tow bar and find dealers closest to you.

Sorry, I just saw you are asking for a tow bar and base plate. Try Blue OX or Falcon tow bar searches on the web. Better yet, try these...

I just had this done to a HHR. Got Blue Ox aventa from Adventure RV, the baseplate and harness from Hitch source. Good prices from both suppliers. Got it installed by a GM master mech for $250

Try etrailer.com. I got the tow bar and frame bracket kit for my Saturn Aura there. Prices were very low and with free shipping.`

You didnt say what Saturn or thge year but here is the Blue Ox site on the 09 click on the part # of the bracket and it will take you to the installation page so you can see whats involved in installing a bracket, Roadmaster has the same type instructions on line they are just harder to get to.
Blue Ox Baseplate Search Results
I have installed 10 brackets on different tow vehicles and my Honda Element and a 08 Toyota that I did for a friend was the most involved but not a real hard job if you have tools. All the brackets that I have installed were Roadmaster but both are about the same.
