I don't know about later Cummins engines but mine has a water filter. It's usually called a coolant filter and it's really used to release DCA's (Diesel Coolant Additives) over time into the antifreeze/water coolant mixture. Mine uses a Fleetguard WF2071 at about $13.00 apiece.
If I remember correctly the above configuration is used in engines that were originally designed to use the older ethylene glycol antifreeze. The new Organic Acid Technology (OAT) coolants do not use the DCA package. They even have a dummy canister to replace the coolant "filter".
