Dirty orifice, unadjusted air fuel mixture sleeve. Time for service.

Black smoke is caused by a rich condition, too much fuel, or more likely here, not enough air. While the air baffle could have moved this is not too likely as they are generally held in place with a screw. A much more likely scenario is an obstruction in the air intake, wasp/hornet's nets, bird/mouse nest etc. Find out where the intake to the water heater (probably a panel on the outside of the coach) and open it. Be ready to run in case you disturb a hornet's nest. The culprit is likely obvious. Insects are least active on cool mornings. Good luck.

Spiders are attracted to propane and build webs in mix tube as well.

Have somebody turn it on while you watch the heater with the door open; have them ready to turn it off at your signal. I also expect that you have a spider nest in the gas feed tube. I almost burnt down a pickup camper with a spider nest in the tube

Ditto on the spider web.

In my case some wiring was damaged along with the thermal cutout.

I fixed it check for obstruction. Still had the same problem. After more trouble shooting I started over. This time I really cleaned the tube and then it worked fine.

When it happened to our camper, the thermal fuse was not there and it burnt all the coating off the wires The feed tube was 100% blocked and the flame came from the air mixture adjustment area. If the thermal fuse is in place, it should open the circuit before the wall starts on fire.

I think the previous owner may have had a flame problem and never replaced the fuse afterwards. Or the heater never had one from the factory
