Brake rotor diameter is limited by wheel size. There's got to be room to get the caliper in there and still have it clear the inside of the wheel rim. Thermal mass, ventilation, brake pad material and other variables aside from rotor diameter determine brake effectiveness and fade resistance.
That being said, if one loses the trailer brakes, it's potentially going to get interesting with any 1 ton truck.
