We want to set a 17 lb LCD tv on its stand in our cabinet that was made for the old tube type tv, and to keep it from rattling around in there we thought of using a swivel arm wall mount fastened into the side wall of the cabinet, just to steady it, not to hold the weight of it. Is there enough strength in the sidewall of the cabinet to hold that mount? It in itself weighs 4 lbs.

I don't think so. If I were doing your project, I would sandwich or "line" the inside of the cabinet with a piece of 5/8" plywood. That will give you the strength you are looking for to steady the flatscreen. JMHO

Do you mean to screw the plywood to the wall, then the mount to the plywood?

Well I would use white glue so nothing would show on the outside.
