what are these vents for?

I'm trying to figure out what purpose these vents on the hallway stair risers serve? Our last rig didn't have them. They don't have ducts like the air or furnace attached. Rather,they are just covered holes into the basement area.

As the basement has furnace ducts going in-it wouldn't seem to be for that. I'm thinking that there may be a reason, but I don't know what it is.

My 2001 had one at the lower step. It was for the return air to the furnance. The ducts supply the air to different areas and the grille returns it. The fan on the furnance provides enough suction to draw the air back to the unit.

My coach has vents similar to those except much smaller. They are for cold air returns for my Aqua-Hot registers but I would venture a guess yours are also cold air returns for the furnace.
