Your batt cut off switch will have a selenoid or relay on your fire wall. Sometimes contacts will become dirty or freeze together. You will not have 12v if not plugged in to shore power or have Gen operating. When these are connected the 12v is coming from your converter. Your transfer switch works because you are getting your 12v's in either mode shore power or Gen.
Like I have said check for maybe a loose ground from batteries to frame of coach or defective relay or selenoid. Read accross your batt terminals and see if you have a 12v charge accross the batts with nothing operated.
All 12v control boards need 12v to operate furnace, refer, water heater and so forth.
Make sure you have 110v at outlet for your converter may have a ckt braker in load center not operated or its outlet is off a ground fault ckt that has to be reset.
