There's always a chance it didn't come with one. Look at your water heater from the outside, then go inside and look for where it should be. You might have to remove a panel or remove drawers from your kitchen cabinets depending on where you feel it should be located.

The bypass valves will be right there on the tank next to the inlet and outlet of the water heater tank itself. If you don't see a three valve assembly then you might have to install one. Bypass kits are available at most RV dealers and on line

The way they work is that the valves cut off the water into and out of the water heater and by opening the (third) bypass valve allows your antifreeze to circulate without having to fill the HW tank

Yup, that creates the bypass for winterizing. Once I have antifreeze throughout, I switch the valves back to normal operation and replace the panel. In the spring it's all ready to flush.
