I have found that They used two different BCC in 1996. One in the early units that they made and a different one in the later units made. I have three solenoids In mine. One for the ignition, one for the battery chassis, one for the converter, will all the fuses marked on the Circuit board. The company that made it went out of business so I hope the board stays healthy. This could be why they changed them in that year.
Sounds like They made it very difficult to find things when something goes wacky. Trouble shooting them at the dealership will be a pain also. I guess you can pull one fuse at a time and see what does not work then document them. Or just wait and go looking for the bad fuse if something goes south.
Not only have I got three locations of fuse boxes but they have put several inline fuses tucked in other locations. I found them by accident when looking for other stuff.
