generator doesn't start with clicking noise

trying to start onan 8000 generator on our Tuscany and all i get is clicking. most of the time this is the battery or starter. battery voltage (at the battery is 13+ vdc). haven't gotten to the battery terminals at the generator.
what are the frequent reasons for the clicking?
(not real warm to crawl around outside so i'm collecting my troubleshooting plan items)

ok never mind --now that i googled the subject and found that cold weather cranking can lead to cranking up to 15 seconds---it started at 13 seconds.
read the book.

Ok .... as in longer time to preheat? Makes sense.

yes and that made sense but didn't realize the clicking noise would occur. now i'm smarter on this subject.
