Yes, I agree. I have a Damon Daybreak, and I have the same cap. But I don't have the large pvc pipe around it. I'm sure that is to be used for a TV Satellite system. I did not use mine when I installed the Satellite System. Mine was father back by the entry door, plus, I was noticed the wire coming in the cabinet was RG59 instead of RG6. So, I made a new hole, then covered with the provided cap. It is strange to see the pvc pipe surrounding the cap. I would just put a cap on it to provide extra protection for leakage. It certainly is not used for a pluming vent. That size vent would be above black water holding tank. I would not worry, just put a cap. Have fun with the new coach! Enjoy the ride.
The more I think about it, I think there was pvc around the cap. I just left it, as stated, I ran new RG6 cable, so mine looks just like yours, just don't remember the pvc being real high above the cap. Did not seem to be enough room to install a cover cap.
