Loose Trim Panel in front of rear wheels

What does the factory use to glue the trim panels on the siding. I have the finish bottom trim panel hanging loose in front of the drivers side dually. Would prefer not to drill or use pop rivets on a newer 2017 vegas.

Screwed inside wheel well and caulked on outer edge.
