I'm just going to throw this out there.... Since we were never looking over the tech's shoulder, we can only fling $hit on the wall and see what sticks.
I'd be wondering what the "fueling state" was during the dyno run. As the engine is running the "fueling state" changes.. If there is a derate going on, then we'd have a place to start. There are plenty of reasons that the ecm may pull fuel out. For example intake temp, or AFR derate (smoke abatement), among others.. With out a fault code you can only rule out mechanical issues..
A mechanical issue can be anything from a stuck/broken injector pintle to a pinched suction hose causing high fuel restriction. If indeed they are baffled, at what you state you've paid I'd think a factory engineer looking over this project is a must.. There is no mystery to electronic diesel engine. Parts fail, system fail, electronics breakdown.....but even if the block breaks, its repairable.....
Throwing parts is like throwing darts and $$ behind you...... You may hit the target someday or somehow!! I deal with Cummins almost every day, and I can't recall an issue I couldn't solve by following the t/s steps and phoning a friend to compare thoughts with. I wish you better luck tomorrow.
