You have a hydraulic fan which means if you are low or leaking hydraulic fluid your fan could be not cooling the engine with low fan speed. Are you low on coolant? The 2 problems are not related. You will need to find the air leak to fix the loss of pressure.

Just a comment: Neither of those has much to do with the Cummins engine. It's really a Monaco-Roadmaster chassis question, since they built the cooling system and the air system as well. Nobody at Cummins can help you much with this sort of thing, so you would be better off asking other Monaco owners or in the Roadmaster chassis area.

If I'm not mistaken the Diplomat has a rear radiator configuration. These are notorious for building up dirt and restricting air flow. You may try cleaning the radiator, since it is stacked with the CAC it is difficult to clean. There are posts that explain the best way to do this.

The air leak is a different problem. You need to identify where the leak is, can you hear it at all, any type of hissing sound. If not your best bet is to get a squirt bottle with a water/soap mixture and start checking all the fitting, starting at the dryer and working your way forward. Check to make sure none of the small valves at the bottom of both your tanks are leaking.
