Mine just screws off with a oil filter wrench. I fill with fresh diesel fuel then screw back on. Screw on until it stops then 1/4 turn with wrench. Some people don't fill but I like to and never had a problem.

I watched the Cummins guy try to remove the old filter with a strap-wrench. He was a strong guy but the filter seal was stronger. Finally had to resort to the biggest slip-joint pliers I've ever seen to grab the now-crushed filter body and remove it.
Last time I changed the fuel filters, I had to go the big boy route and use one of these. I have them in different sizes for the engine oil filter, fuel filters, and the generator oil filter

One thing that has not been mentioned. ALWAYS apply a small amount of chassis lube or petrolium jelly to the gasket when installing the new filter so it can be removed easily the next change.
