I have a Freightliner chassis with a 5.9 ISB Cummings it’s been sitting for three months went to start it started for about four seconds and then shut off check engine light came on with SPN 94 and FM I 18 change the fuel filters prime pump Is working I’d appreciate any help

SPN 94 FMi 18 are fuel pressure faults.
No clear , single cause, for the code being set. Not as easy as my dealing with the ISB engine in Dodge trucks during my 14 years prior to retirement.
With the proper diagnostic tool , you could monitor the fuel pressure sensor reading ( item 1 on the HPCR rail diagram) to see what was happening while the engine is turning over.
I'll ask if you're using any type of chip or tuner to raise the engines power ?
Possible causes of the code being set are.
1. Bad fuel pressure sensor ( or wiring )
2. Bad fuel pressure control ( actuator on the high pressure pump )
3. Bad manual fuel pressure limiter ( this is a device on the fuel rail , and set to relieve excess fuel pressure and route the fuel back to the tank : this limiter is often damaged when chips/tuners are used , because of the elevated fuel pressures the devices cause.)
4. Problems with the HPCR pump it's self.
CAUTION : The fuel pressures developed by the HPCR system pump can cause fuel to penetrate your skin , diesel in the blood stream can cause death! So if you plan to work on this problem yourself be warned .
I'll see if there are any pictures and testing info on the pressure limiter, and re-post.

Here are pictures of the manual relief valve and a diagram , showing it's location on a Dodge HPCR system . Different engine applications will have a different common rail and location for this valve; but it's function is the same.
Online there are various test methods for this valve , including a link to a tool for testing. Routing of the pressure dump line will determine if there would be any fuel present at the banjo fitting so just looking for fuel on the dump side of the valve is not a good test. I know how I used to test them but wouldn't recommend it in a MH.

Is there a program that I could run on a computer that would show all the pressures without going through cummins insight and not cost an arm and a leg
Is there a program that I could run on a computer that would show all the pressures without going through Cummins insight and not cost an arm and a leg
That's an issue , I haven't had to deal with , the shop tools at the Chrysler dealership where I worked already had the program in them, and we could hook the trucks direct to the internet and Cummins engineering for further help if required.
I have seen adapter cables for laptops to the Freightliner " J " plug but you still need to purchase the program.

I changed The pressure sensor today and I cranked it over before I put the sensor back on I have very little pressure up at the rail so I’m thinking it’s a pump actuator or a pump
