Sorry this post will be long. The engine is a 2000 Cummins 8.3, 315 HP.
On a trip to Colorado climbing the mountains the engine would buck for a short time and then smooth out, also had loss of power. Water in fuel was my thought. I'm fairly old and not so agile anymore so a mechanic came to change fuel filters. No water in primary filter only 2 oz. in filter on engine but when the secondary filter was removed on top of it was a 1/2" round orange neoprene part that looked like a part of a valve. The new filter was installed and the engine runs fine not under load so far. Any ideas? Thanks a bunch in advance.

You didn't happen to take a picture or save the item ? Could it have been an "O" ring or was it just the size of a dime ?

Note that the fuel system is not a Cummins component, i.e. not part of the engine. It is supplied by the chassis builder and questions on it should be addressed to the chassis manufacturer (e.g. Freightliner).
What chassis do you have?

The link below shows the filter I use that is mounted on the frame. A small gasket comes with it and it is essential. Compare yours with mine.

For my engine Cummins recommends bleeding air out after opening the fuel lines or filter change. Your procedure is probably diffenent than mine so I would call cummins and ask them. It is something you can do without asking a mechanic to do it. Mine self primes but does not self bleed.

I checked the link, provided by Greystoke, and it shows the "o" ring I asked about. A thread seal ring, that comes with the filters that require it to complete installation. I can remember seeing items like what you discribe, but at the moment, I can't remember where; after 14 years of Dodge Cummins work: things get a little fuzzy. I blame it on the fumes! The piece is to big to migrate through the fuel system, so the filter mount head is a possibility, another , is that it got on the face of the filter inadvertantly during the last install. I will keep scatching my head. Maybe check the filter mount for a brand name.

I seriously doubt this statement about the fuel system. As a Cummins company field engineer, Cummins does provide the required filtration systems. The chassis maker can add additional filtration providing they do not exceed the total inlet restriction for the lift pump. An example would the addition of a Racor system. That is a chassis builder option. The on engine fuel filtration is Cummins.

Thanks for all the replies. The mechanic got a blownup picture of the lift pump showing the little round part. It is part of a check valve in the pump to prevent fuel from running back to the fuel tank. Cummins doesn't sell the part seperately so new pump is ordered and will be installed next Tuesday. I wonder if it is a result of the new dry fuel?
