I have a 1996 Cummins 8.3 in my 1997 Rexhall. My understanding is that my engine is pretty much totally mechanical, therefor my cruise control does not provide me with a fast idle. Has anyone put in a fast idle and how? Long cable?

You might have a Cruise King cruise control. Try holding the engine at high idle and then set the cruise control.
If you can determine that in fact it is a Cruise King, contact the above link for assistance.

Without going outside tonight (minus 13 degrees) right now---I believe i have an EconoCruise. I did try setting it while holding throttle at 1000 RPM but nothing held....it returned to slow idle each time.

That's not how it works, at least not on the Cruise King. You turn on cruise control, press set and then hold the resume button to increase RPM.

Papa Joe to comment on your statement your engine is basically all mechanical...you are right...you have an electric fuel cut off solenoid on your injection pump....all your fuel delivery is mechanical. You have no computer adjusting fuel mixtures.
If your cruise will not give you a fast idle....you can get an adjustable spring loaded extension pole for a good auto parts store. These poles are 1 1/2 in diameter or there abouts. They are made for techs to use for holding up auto/truck hoods. You'd simply extend it the req'd amount and put between gas pedal and drivers seat. Quick/easy and beats trying to run a cable to the rear..........just a thought

I'm pretty sure I tried all combinations on my Cruise to no avail. As for the stick between the seat and pedal....that will work but..............Has anyone tried an electric solenoid that pushes/pulls throtle open?

My 1994 King Controls (I think) cruise control has one toggle switch, one momentary switch and a speed setting dial.
With the Cruise Control toggle switch on and the transmission in neutral, I activate the cruise control with the momentary toggle switch and once the engine achieves a steady rpm, I advance the dial up to 900 rpm for high idle and let it sit.
I have not been able to achieve high idle in any other fashion.
But, the manual says to activate the cruise control system, then engage the system with the momentary switch, and then turn the speed dial all the way to max for high idle.
I have not tried that procedure because the manual also says the CC will not engage below 30 mph. But mine does when in neutral and achieves the purpose.

My cruise control has one on/off button and a toggle switch which is used to "set" the speed and will also "resume". You are lucky to have that model of CC. It looks like I might be doing the "long cable"

I don't know you system, but wouldn't it be easier to do a cable to the pedal itself as apposed to the rear at the pump?
Just a suggestion if this is the way you have to go.

Now that's not a bad idea!! I am certainly going to consider that as long as it doesn't get in the way of normal operation I think it might work

Tried mine today, 2000 model 5.9 Cummins, engine was idling for warmup before leaving campground. Without sitting in the seat, I reached over and moved the cruise control to resume and the engine speed climbed about 200 RPM.
