Well I replaced my fuel filter today. I put the new one on dry. Took 10-12 times of key on over a 1 hour period but I finally got it up and running. When i removed the old filter I was able to unscrew the sight glass from the bottom of the filter with my hands. It was really loose to the point I was suprised it was not leaking. You might want to add checking the filter and sight glass to your items to check. On my coach it is out of sight behind a plastic panel that you have to remove to get to the filter.

This seems to be a sore subject but... We have primed our ISC filters with no consequences other than not having to wait so long before it started. Plug the middle hole and pour fresh diesel into the small outer ones in the filter. No sight glass on ours but the drain on the second filter had no water in it and has an electronic sensor to monitor it.

I always pre-fill mine on my ISM. What sight glass? Mines an '06 Essex. I think you might have loosened the drain valve maybe? Also, I believe you have to have the engine turning over to suck up to the filter. Maybe I'm wrong. My pumps mechanical.

I believe Cummins recommends prefilling the ISM fuel filter.
