Trans. won't shift pass 2nd gear with engine brake switch on

A friend of mine has an 04 Essex that periodically won't shift out of 2nd gear when the engine brake switch is in the on position.I am not sure what type of engine brake it has,but any suggestions are appreciated.

When I have my engine brake enabled, when I let off the gas, the engine brake is applied.

The transmission then tries to down shift to second to slow me down.

Sound like the switch on the accelerator pedal is stuck indicating your foot is off the gas even when it is on the gas and trying to accelerate.

If he turns the engine brake off; using the switch ;does the shift pad indicate 6th gear, and can he then accelerate normally through all the gears ?
You say it won't up shift past 2nd so I'll assume the engine reacts to throttle input and the RPM goes up, and the trans shifts from first to 2nd.

Has he tried getting codes out of the transmission control module ?
Because , if the trans shift pad continues to show 2nd , after you touch the throttle , the trans module is not reacting to throttle input and there can be an input wiring problem or a program problem in the module .

Yes,if he turns the switch off all is normal.
