A fast way to check the proper power to the ecm is check pins 52 and 53 for voltage then turn key on and check pin 70 for voltage if all checks out there is no power problem.

I found 2 inline fuses one is 10 other is 20. both are good.

Explain why when it runs on either the tach stays on zero.

The more I think about your problem with the tach not working and no start a bad
ignition switch would cause both problems.

Checked pin 52 & 53. Both had power. Pin 70 had power when key turned on. I took return line off and cranked it over and had fuel come out.

Ok the ECM is getting power on the correct pins.
Do you see any indication of oil pressure on the in dash gauge, it will be just a flicker of the needle when you are cranking it over.
If you can get to it plug in the block heater and leave on a few hours then try to start.

No codes show. All I have is a switch for block heater not a plug like on my truck unless there is a plug somewhere.

The block heater plug is located on the drivers side where you access your shore power cable the outlet in that bay is controlled by a rocker arm switch on the control panel to the drivers left.
You might want to check to be sure the block heater is plugged in as some unplug it and then wonder why the heater does not work.
