3126B Valve Cover/Riser Gasket Replacement

I need to replace the riser/head gasket to fix a leak on the cold side (we won't talk about the CAC/Radiator, but it is a huge mess) and see nothing on the internet except for a gray strip, CAT 5P-5678, that you order by the meter. Really? I guess I'm spoiled from working on cars, but I expected a bolt-on, metal-reinforced neoprene gasket. Is the gray "tape" all there is? I am accustomed to using a very thin layer (wiped on with a rubber-gloved finger) of the gray Permatex for machines surfaces. Has anyone done this?

I have already tested the cover and riser bolts by loosening and re-tightening all of the bolts but one. A single bolt on the top cover will only loosen about 1/2 turn before meeting too much resistance for me to be comfortable continuing. I am on the second day of PB Blaster and gentle "wiggling" to work it down into the threads. New England rust/corrosion makes me really miss Southern California.

I'm strongly considering a valve adjustment while I have the cover off at 83,000 miles.
