UPDATE: I got the new PID code for the ScanGuage D and now it shows full boost pressure. However it only shows in whole numbers (the other reading showed tenths too). Maybe ScanGauge can fix that.

But I'm seeing up to 46 psi boost now. So that relieves my concerns.

I e-mailed ScanGauge again, and they sent me a new PID code that will display the boost in whole numbers with tenths (X.y psi). What a great company and fast response time.

The C13 Acert engine is twin-turbo so 46 to 48 psi max boost is normal.
On a single turbo engine (your Cummins) I think around 36 is max.
