Thanks for the try Mike, but the 21 and Cig fuse are intact, and passing juice.. Guess I'll just keep looking. Is there any way I can check out if the OBD2 is "live" with a volt meter, or test light.. Don't want to "re set" thing, but would sure like to know if its on line...rgr...

This website gives the pinout for the OBDII
Pin 16 is 12 volt power. You can check this with a voltmeter. Key should be on.
